Ryan Dowd has spent most of his career running the second largest homeless shelter in Illinois. He was also fortunate enough to work with ALA to write “The Librarian’s Guide to Homelessness.” He travels most weeks to provide training on homelessness to schools, police departments, libraries, nonprofits and other organizations. Ryan is a licensed attorney with a Master’s of Public Administration. Ryan's Empathy Driven Enforcement method teaches how to get people to the follow the rules without threats or punishment. It is effective on all types of people, but is especially important for working with homeless individuals.
