Making the right decisions as a library director or a library board member means you need to have all the facts! Attending this workshop will provide you with the necessary interpretation of Illinois law concerning public libraries. Phil Lenzini, an attorney with Kavanagh, Scully, Sudow, White and Fredrick, P.C. will be the morning’s speaker.The following topics will be addressed:1. Trustee elections and appointments for open seats2. The division of responsibilities between a library director and the board of trustees3. Understanding the Illinois Procurement Code and the bidding process4. Intergovernmental agreements and the legal boundaries for both parties5. Understanding the budget cycle, ordinances, publications, creating a tax levy and the use of restricted funds6. Reviewing the library’s responsibilities concerning the Library Confidentiality Act, Open Meetings Act, and Freedom of Information ActIf time is available, Mr. Lenzini will answer additional questions from attendees.We will start the morning with coffee and rolls, and a time to network with other library directors and trustees. Plan to meet a few new friends who recognize and appreciate the responsibilities and opportunities that are part of public library leadership! Mr. Lenzini will begin speaking at 9:30, and the morning’s program will end at 12.Lenzini, an attorney from Peoria Illinois, represents more than 200 public libraries throughout the state, and regularly provides an information session specifically for library trustees at the annual ILA conference.
